Mr Perrottet and Mr Elliott have refused to commit to a position on extending police pandemic powers into 2022.
But both said the debate in the Coalition over the issue showed the "system worked".
"The only health provisions that will be extended, are those I believe to be absolutely necessary," Mr Perrottet said.
"We don't want to live in a police state."
Mr Elliott said the police "don't like" having the power to fine people under public health orders.
"These powers mean we're in a pandemic," he said.
However, Mr Perrottet signalled future challenges in 2022, saying "the pandemic is not over".
