Victoria will ease a raft of COVID-19 restrictions from midnight for the fully vaccinated with the state set to pass the 90 per cent double dose vaccination mark.

Restrictions will ease from 11.59pm tonight and there will be no "no more rules, no more caps" for venues, Premier Daniel Andrews said.

"There are no more caps, there are no more closures. There are no more rules in terms of how many people can be in different spaces," Mr Andrews said.

At the 90 per cent double-dose vaccination level, masks will no longer be required indoors, and venues will be allowed to operate at full capacity.

Victoria's capacity limits have been scrapped, meaning large-scale events such as the upcoming Boxing Day Test at the MCG will be able to go ahead with a full crowd of 100,000 vaccinated attendees.

"Because 90 per cent of Victorians have gone and gotten vaccinated, so many of these rules - almost all of them can fall away," Mr Andrews said. 

"Whether it is 100,000 people at the MCG on Boxing Day, or a smaller group of people standing up at the local pub having a beer - this is a COVID normal that every Victorian has wanted."

Close contact rules change

Under Victoria's eased restrictions, close contacts of positive coronavirus cases will no longer have to isolate for seven days and instead will only need to get tested. 

The new rule does not apply to household close contacts, but it means people who have been in close contact with a positive case at venues such as offices, restaurants and other locations, do not need to isolate. 

"As long as (your test) is negative, you are free to go about your life," Health Minister Martin Foley said. 

Cases climb slightly

There were 1007 new cases of COVID-19 recorded today.

The easing of restrictions comes amid ongoing controversy over the government's pandemic legislation, which critics say is too far-reaching and does not include enough provisions for oversight.

One Victorian protester is reportedly facing criminal charges after allegedly encouraging demonstrators to take guns to parliament and execute Mr Andrews, The Age reports.

Police said they were investigating "a number of recent incidents involving threats directed at members of parliament" but would not comment further on specific incidents.

"We have seen a number of people charged over the past year in relation to threats directed at high profile members of the community, including members of parliament," a police statement read.

"Victoria Police takes any threat against a person extremely seriously, including both online and physical threats, and will investigate incidents to the fullest extent to hold offenders to account."

Anti-vaccination protests also took place yesterday in Brisbane and Western Australia, with Premier Mark McGowan forced to close his office after threats against his staff.
